Samsung 32″ Lcd Tv Shuts Down Whole Apartment After Connecting The Antenna Cable To The Tv. Help…please?

When the TV just barely touches the metal connection of the cable, the whole apartment shuts down, as in every light and electronic device turns off. The TV worked fine at a repair-shop, no shut down. A man came over to check the antenna on the roof and said it was fine.
