We Bought A 42 ” Lcd Tv A Few Weeks Back & Sometimes The Screen Will ‘ Flash’…….?

it doesn’t do it all the time and the flashing is on the bottom half of the screen…we don’t have cable just a ratty old outdoor antenna….you don’t really lose the picture but you can see the ‘flashing at times….is this the TV or bad reception? any TV technicians out there??? ….thanks…..
