Is A Voltage Stabilizer Needed For An Lcd Tv ?

Is it needed to use a Voltage Stabilizer for an LCD Tv / Does the Tv handle this with-out one. If at all if you got to use one, which one is the best to use with a 32″ LG LCD TV (32LH35FR) ?

I Am Trying To Fix A 42″ Widescreen Lcd Tv. The High Voltage And Power Supply Fuses Blow When Switched On.

I have been trying to fix this LG tv for a while. the sound works fine, but there is no picture. it clicks as normal when powered up, but clicks again a couple of seconds later. Is this a common problem with these tv’s?
